Thomas Howell Ferguson P.A. CPAs (THF)

THF was founded in 1993 to acquire the Tallahassee office of Ernst & Young. THF is a local firm with our home office located in Tallahassee and an additional office location in Tampa. THF is a professional services firm with roots in accounting while also offering an expanded portfolio of services. We are organized as an S-Corporation with eight shareholders. We have approximately 85 team members who are committed to providing individualized services to our clients, 60 of which are accounting professionals that are CPAs or CPA eligible. THF has been a state term vendor for more than 15 years. During that time, we have performed a variety of compliance, auditing, and consulting services involving numerous agencies, including the Florida Division of Emergency Management, which often involves one or more subcontracted professionals or firms. THF has experience with the audit/reporting requirements of both the uniform grant guidance, Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) and the Florida Single Audit Act. We have performed grant specific audits, aided with cost allocation plans, evaluated controls over grant compliance, consulted with clients concerning FEMA reimbursements, and assisted clients in organizing the structure of their general ledger to better account for grant activity. Our compliance testing includes tests of eligibility, proper cost allocation, and allowable costs in accordance with the Uniform Guidance and compliance supplements. Our professionals regularly attend continuing education courses to stay informed about auditing techniques and regulatory changes related to FEMA and grant reporting.

The Integrity Group – Blue Sky Florida Emergency Management (Blue Sky)

Blue Sky is a full-service emergency management and homeland security consulting firm based in Tallahassee. Blue Sky specializes in the delivery of custom solutions and services to best meet the unique needs of local and state agencies. Since 2010, the Blue Sky Team has assisted hundreds of state and local government clients, of all sizes, attain and exceed their program management, community, and first responder preparedness, emergency response, and disaster recovery goals. Blue Sky uses its high-performing and experienced consultants to ensure its clients receive the best service and greatest value for their investment. Blue Sky focuses on quality and innovative emergency management and homeland security services. In the critical area of disaster recovery and mitigation, their cadre of experienced Public Assistance Coordinators and efficient internal management has brought significant value and quality to governmental and not-for-profit entities. Since 2011, professionals working under Blue Sky management have developed, managed, reviewed, and/or closed-out over 5,000 FEMA Public Assistance projects totaling more than $1.7 billion for over 500 Florida sub-recipients. In fact, Blue Sky has deployed and managed staff throughout the state for every Presidential Disaster Declaration since 2009. Blue Sky has also been involved in statewide residential wind mitigation inspections (under the My Safe Florida Home Program), as well as quality control inspections for major property insurance providers. They have also served as researchers and quality control evaluators in several federal and state-level programs. The company is very strong in the development of Strategic and Tactical plans. The team has also developed, delivered, and evaluated an array of training sessions and exercises in emergency management, homeland security, and criminal justice.

Capital Engineering & Consulting (Capital)

Capital is a consulting services firm founded on client- centered professional service. The firm is headquartered in Marianna, Florida with offices in Blountstown and Tallahassee. Capital’s principals have over 20 years of cumulative experience and have recently organized under Capital Engineering & Consulting and have been in business for one year. Their staff is fully committed to providing timely and professional services to their clients. Capital’s expertise spans a wide range of civil engineering and planning services with years of experience in design, construction, and management of municipal facilities. Capital also serves as an emergency management firm with extensive experience in recovery, mitigation, and pre-disaster planning. Capital performs design and construction inspections for a variety of government and private construction projects. They are FDOT Prequalified in Work Group 3.1, Design and Work Group 10.1, Construction Engineering and Inspection (CEI) with over 30 years of combined experience. Their engineers and inspectors have experience with the design and inspection of roadway construction and resurfacing, erosion control measures, waterlines, wastewater collection systems, and landfill design and permitting. They offer subject matter experts who are knowledgeable in Federal laws and regulations, including the Stafford Act, Post-Katrina Reform Act, Federal Code of Regulations (44 CFR, 2 CFR), the Federal Acquisition Regulation (FAR), FEMA policies and procedures, all categories of the FEMA Public Assistance Grant Program, Housing and Urban Development (HUD) program, Federal Highway Administration (FHWA) program, and CDBG-DR.
